At a glanceKnown key applied · none (key obtained, text not read)
- The letter
- Sir Nicholas Throckmorton, ambassador in France, to Elizabeth I, Paris, 10 July 1559: his holograph, sixteen lines of cipher, signed.
- Where
- British Library, Add MS 4136 f. 32 (old f. 9), in the Forbes Papers; DECODE R2988 (with catalogue item 97, which DECODE listed as an unknown sender).
- The cipher
- Throckmorton’s first cipher: a letter alphabet of digits, letters and invented signs, with homophones, nulls and dotted signs for words and names.
- How it was deciphered
- With Satoshi Tomokiyo’s key for Cipher 1, attached to the DECODE record, after re-cutting the lines from the scan; seven values were corrected and four added from the text.
- What it says
- Throckmorton has already written twice on the 8th; he now sends a gentleman to report the French King’s state by word of mouth, asks the Queen to give him credit and to reward his “diverse and sundry” service, and signs off “at Paris the tenth of Julii”.
- Still open
- The reading audit of 22 October 2026 found the letter decoding only into phrases after its first sentence. Re-read on 23 October with the code signs on Tomokiyo’s key image, it now builds sentences throughout, but 30 of 496 letters in lines 5–15 rest on a choice between look-alike signs that no text of the letter can confirm, so it stays decoded, not read. Seven code signs not on the key, and a starred note keyed to line 13 that is written in a different code.
- Other ciphers
- The marginal text below the letter is a word-sign code with its own page; John Wood’s 1568 line on the next leaf is another cipher, also with its own page.

01 The leaf
f. 32 (old 9) is Throckmorton’s holograph letter to Elizabeth, signed, sixteen lines of cipher in his first alphabet. Tomokiyo identifies the cipher and attaches his key to the DECODE record, but no decipherment of this letter was found in print: Forbes’s Full View does not print it, and the Calendar of State Papers Foreign has only the despatches of 8 July. Below and beside the subscription is a separate text in another system, the subject of its own page.
02 The letter of 10 July 1559
Key: Tomokiyo’s reconstruction of Cipher 1 (DECODE R2988 attachment), with these corrections: x and υ = i; y = f or h; z = m; ρ = d or t; ∫t and a flat-topped 6 = w; the looped Q = be; ξ and dotted q = your Majesty; a doubled sign and ζ inside a word are nulls. Code words are in square brackets; [..] marks not yet deciphered signs.
The partial reading of 23 October 2026 (texts/R2988_reading.md, English R2988_en.md), in Throckmorton’s spelling; [?word] rests on a look-alike sign or on sense, […] is unread, and code signs not on the key are given by their shape:
It may please your Majesty to be advertised that, whereas I sent [?letters] to the same by maister Gray of the eight of this moneth at five of the clock in the afternoone, and […] Carew [?letters] of the same date written at midnight touching the French King's state, […] I iudge your Majesty will be desirous to be further enformed thereof. […] then […] it […] conuenient to put in to writing the [?hoole] [?discours] of [1̲] [k̲], as I wish your Majesty to have knowledge of, considering the present [?time], have I iudged it best to dispatche this gentelman, to [?whom] [?I] enforme the same of the state of all [r̲] here at [?good] lenght, to whom it may [?please] your Majesty to giue credit. He [?hath] since [?his] coming on [?this] side done your Majesty diuerse and sundry wais so [?good] and [?painfull] seruice, as he [?hath] deserud to be well considered and rewarded, beseching your Majesty to be [?so] much [?his] [?good] and gracious lady, as he may perceiue [?his] seruice [?hath] bin acceptable, wherof I have had [?good] experience, as I shal be able to declare more plainli and particularly to your Majesty when it shall please the same to command me to attend upon your Majesty. And [v̲] I beseche [?God] to preserue your Majesty in health, welth and all felicite. […] Paris the tenth of [?Julii].
Grades (README Conventions): lines 1–4 H; lines 5–15 C where the key gives the letters, M for the bracketed guesses. On 23 October 2026 lines 5–15 were re-transcribed sign by sign at measured line centres (the “illegible” spans of September were crop overlaps) and decoded with the code signs on Tomokiyo’s key image, which the September passes had not used: as, have, had, whom, upon, so, this, and your Majesty, which is also the sign first taken as a null. The letter now builds into sentences, but 30 of its 496 letters (6%) rest on look-alike choices (ρ t/d, 7 r/g, μ h/b, x i/y), more than a reading may carry, and no text of the letter exists to settle them: decoded, not read. The sibling letters in the same cipher (DECODE R2986, R2987 of 9 July and R2990 of 13 July 1559, which Forbes prints, I pp. 157–160) could settle the doubtful values: the next step. The two despatches of the 8th that it mentions are CSP Foreign I nos. 947 and 950; the bearer is not named in the deciphered part.
03 What remains open
- Seven code signs and groups not on Tomokiyo’s key list (1̲ k̲ in l. 6, a dotted t in l. 5, r̲ in l. 8, v̲ in l. 14, a barred l in l. 15, and two short groups in ll. 2 and 4); five of the twelve open in September are on the key image after all (have, had, so, your Majesty, upon).
- 30 of 496 letters in lines 5–15 resting on look-alike choices; the sibling letters of 9 and 13 July, checked against Forbes, are the way to settle them.
- The starred note keyed to the star in line 13: it is written in the marginal word code, which has no key (the margin page).

R2988, Add MS 4136 f. 32, Throckmorton to Elizabeth I, Paris, 10 July 1559 decoded, not read
Throckmorton sends a gentleman, the bearer, to report the French King's state by word of mouth after his two despatches of 8 July (by Gray and, at midnight, by Carew); he asks the Queen to give the bearer credit, praises his diverse and sundry service and asks that it be rewarded. An unpublished letter, not in Forbes or CSP Foreign.
A mechanical decode with holes in most sentences: shown so that the transcription and the key can be checked and improved, not as a reading.

KEY CORRECTIONS: none established (decipherment of lines 6-16 not completed in this pass).
=== Pass 2 (main session, re-cut crops at measured line centres y=812,910,...,2220; pitch ~100 px) ===
Key corrections: x and υ = i; y = f or h; z = m; ρ = d or t (context); ∫t = w; Q = <be>; ξ = <your/Queen's Majesty>.
L1-4: It may please [ξ your Majesty] to be advertised that whereas I sent [ġ letters] to the same by Maister Gray
of the eight of [this] [moneth] at five of the clock in the afternoone, and [by] Carew [letters] of the same date
written at midnight touching the [French King]'s state, I judge [your Majesty] will be desirous to be further
enformed thereof ...
=== Pass 3 (subagent; crops T04..T15 = lines 5..16; T15 empty) ===
Key additions: G (6 with a flat top, distinct from 6) = w (G⊓⊥ who, G⊓v when/whe-); but 6/G confused in 'accepted' (a).
q (looks like 9) = u (sundry, service, Julii). ζ = null inside words (ge-ζ-ntleman), else 'the'/null.
K (capital) = code, probably 'all' (wealth and K felicitie). q̇ (dotted) = your Majesty (when q̇ perceive; please q̇ to give credit).
T and ; = x, p (experience). δδ doubled = nulls. Crop overlaps duplicate 1-3 signs at third boundaries (ignore repeats).
