toStanisław August Poniatowski

A year of secret despatches from the Polish envoy in Russia, filed as unread cipher, turns out to have been deciphered at the time: the decipherments sit in another box of the same archive, catalogued as his ordinary letters.

The letters
105 cipher despatches from Antoni Augustyn Deboli, the King’s envoy at St Petersburg, to Stanisław August, 4 January to 30 December 1791: the year of the Constitution of 3 May.
Where
AGAD Warsaw, Zbiór Popielów 5 (the cipher), catalogued as letters in cipher with no decipherment. The decipherments are Zbiór Popielów 421, catalogued as Deboli’s letters in Polish.
The cipher
Two Polish syllabic codes of about 2,200 numbered groups: one from January 1791, and the code Deboli later used at Danzig in 1792. From May 1791 they alternate, even within one despatch, switched by marker groups above 3,000.
How it was deciphered
The King’s cabinet deciphered every despatch and filed a fair copy marked “reçu le …”. Five despatches (3,082 groups) were transcribed and aligned group by group with those copies; 3,048 groups take a value.
What it says
Petersburg’s view of the Sejm, of the war scare with England and Prussia, and of the Constitution of 3 May: “It was just the time to do what Your Royal Majesty has done.”
Still open
The other 100 despatches are not transcribed here, though their decipherments exist. Two despatches have no decipherment found yet, and 34 groups of the sample have no place in the decipherment.

01 Two boxes

Antoni Augustyn Deboli represented King Stanisław August at the Russian court. In 1791 he wrote to the King twice a week, mostly by post days on Tuesdays and Fridays. Each despatch was entirely in numbers apart from a French “Sire!” at the head and the closing formula and date at the foot. The secret despatches of 1791 are in the Archiwum Główne Akt Dawnych (AGAD) in Warsaw as Zbiór Popielów 5, “Deboli. 1791 (cyfry)”: 105 pieces on 369 leaves. AGAD’s item list marks every one as “język: szyfr” and notes no decipherment, and the project’s catalogue listed the box as unread (catalogue 420).

The head of a page of numbers, with Sire! written in clear above them
Deboli’s cipher despatch of 7 January 1791. The second line begins “1944 951 1578 1944 951 21a 2152”: ani od WKrMci, ani od Deputacyi. Image: AGAD Warszawa, Zbiór Popielów 5, k. 6r (despatch of 7 January 1791), via the AGAD image server.

A second box, Zbiór Popielów 421, “Korespondencja króla z Debolim 1791”, holds what AGAD lists as Deboli’s letters of the same year in Polish. The two series match closely:

These are not separate letters. They are the cabinet’s fair copies of the decipherments. Historians have used them: Rolnik (2025) quotes Deboli’s 1790–92 despatches from Zbiór Popielów 415, 420 and 421. What was missing was the link to the cipher originals, which the inventory and the catalogue treated as unread.

02 The check

The despatch of 7 January was the first test. In the decipherment it opens “ani od WKrMci, ani od Deputacyi” (“neither from Your Royal Majesty nor from the Deputation”), with a repeated pair of words. Its cipher has the matching repeat: 1944 951 1578 · 1944 951 21a 2152. Two words that occur twice in the decipherment fall at matching places in the cipher: przysięgi (1117 1353 212) and Count Starhemberg’s name (686 1405 1255 207).

Five despatches were then transcribed in full, cipher and decipherment, and aligned group by group. The 7 January despatch was joined by four from April and May (22 April, 6, 13 and 31 May). The alignment found one line of numbers missing from the first transcription of the 7 January despatch: the decipherment had a phrase with nothing against it. The scribe’s closed 4, which looks like a 9, was also settled: “1990” is 1490, by.

Groups that occur more than once in the sample carry the same value in 83% of their occurrences in code A and 84% in code B. Most of the rest are places where the alignment could not fix exactly how a word was split between syllable groups. A few places show the cipher and the decipherment disagreeing:

03 The cipher: two codes

Both codes are Polish syllabic codes of about 2,200 numbered groups:

Code A is the code of the January despatches. Code B is the code Deboli used at Danzig in the autumn of 1792, whose letters (Zbiór Popielów 415) have clear copies filed with them. The 6 May despatch is in code B throughout. The 13 May despatch opens in code B and turns to code A, in a smaller hand, for a second paragraph. The 31 May despatch does the reverse. Each code-B run begins with a group above the code’s range (3283, 3285), and the run back to code A with 4000: “4000 1775 3285 1269” on 31 May. The same number means different things in the two codes: 893 is nic in code A and tu in code B.

04 What the five say

7 January. Deboli regrets the Sejm’s quarrel over the new oath, a thing that “neither stinks nor smells”, which Petersburg laughs at. England and Prussia still wait for an answer on the status quo. Alopeus has said in Berlin that the Empress is ready for extremities but will take no dictation, and Potemkin is thought to be dragging things out. Count Starhemberg complains of the customs at Połąga.

22 April. His office has become hateful to him amid “our endless quarrels over trifles”, but he will do his duty to the end. War preparations in England, Goltz and Whitworth expecting to be recalled, and a Spanish declaration in Berlin advising against war, with Spain said to promise a diversion in Russia’s favour.

6 May. England and Prussia are thought to want their fleet at sea before an ultimatum. The Spanish envoy Gálvez argues that Russia should be handled gently, which Deboli finds hard to square with her aims on Ochakov. The Empress sends Gálvez a sable fur.

13 May, ten days after the Constitution of 3 May: “It was just the time to do what Your Royal Majesty has done.” He urges an army of 100,000. Petersburg credits Marshal Potocki, gossips about Saxon marriages, and fears Potemkin.

31 May. Petersburg takes the Revolution as settled but reports displeasure in Berlin, where Goltz has grown cool. Dresden hesitates over the Elector’s answer. Potemkin promises the English envoy Fawkener a favourable reply before the Empress has even seen the note.

The decipherments and English translations of all five are under Full texts below.

05 The other years

The same arrangement holds across Deboli’s embassy. Each year’s cipher box was paired by date with the Polish box of the same year, and one pair per year was compared:

Between 74 and 100 cipher pieces a year have a same-date partner. A parallel investigation of 1790 (target deboli1790) reached the same pairing independently, closed the 1789–1791 catalogue entries, and found the 1788 code change. It reads the group for WKrMci as 1570, not 1578: the scribe’s barred round figure is taken as 0 there and as 8 here, and only the key sheets would settle which.

# Despatch 002, Deboli to Stanisław August, St Petersburg, 7 January 1791 (received 19 January)

English translation of the cabinet's decipherment (AGAD Zbiór Popielów 421 item 090, k. 302-303), which was checked
here group by group against the cipher (Zbiór Popielów 5, k. 6-7). [?] marks an uncertain reading.

Sire!

By yesterday's post I had no letters either from Your Royal Majesty or from the Deputation. Only from the Warsaw
gazettes do I know how the disputes about the oath ended. In my view one would have had to work on me a long time to
dissuade me from raising that matter, for I might perhaps have proposed it myself; but once the matter had become an
object of passion, I would not let myself be persuaded that it was worth holding out for twelve hours over rejecting
the new oath. Precisely because I would have taken the thing for what it is, something that in the end neither stinks
nor smells, I would rather have consented to it than cause bitterness by refusing those who wanted it in good faith
(and there were many such there). Here they laugh a great deal at our having quarrelled so over it.

The English and Prussian ministers still have no answer concerning the status quo. Even without holidays they know how
to delay here, and the holidays serve all the more as a pretext. I have already reported to Your Royal Majesty how they
talk about this matter here. There is at least no final declaration that they will not accept those conditions; but in
Berlin, as Bernsdorf writes to Rosenkrantz, Alopeus is said to have stated plainly that the Empress is ready for
extremities but will not let laws be prescribed to her. The public here does not think so; but that decides nothing
when at the top they hold another resolution, ascribed to the inspiration of Prince Potemkin, who, as is the general
opinion, wants to drag things out: God knows why. I apply this to us as well, through combinations and even through
various traces.

The day before yesterday two couriers arrived, one from Vienna from Golitsyn, the other from London from Vorontsov.

Count Starhemberg, travelling to Moscow to satisfy his curiosity, has put off his departure, which will not take place
before the 14th of this month. I show him every courtesy that depends on me, giving him a passport and a recommendation
to the customs so that he may be free from inspection. He complained terribly to me about the Połąga customs house,
which plagues all travellers. To Count Starhemberg, who wrote to me today, I replied that I consider it my duty to
announce on my side the courtesies he will surely receive in my country, as a distinguished gentleman. He asked me
whether he would find Prince Józef in Warsaw, of whom he had been told that he is going to Paris. If that came true I
would be extremely sorry.

Deboli.

Despatch 032 (Nr 10), 22 Apr 1791 (cipher ZbPop 5; decipherment ZbPop 421)

Deboli has sent his despatch to the Deputation under the banker Schultz's cover and confesses his office has become hateful to him amid the endless quarrels at home; war preparations in England, the perplexity of Goltz and Whitworth, and a Spanish declaration in Berlin advising against war, with Spain said to promise a diversion in Russia's favour if England joins the Turkish war.

# Despatch 032 (Nr 10), Deboli to Stanisław August, St Petersburg, 22 April 1791 (received 4 May)

English translation of the cabinet's decipherment (AGAD Zbiór Popielów 421, k. 30-31), checked group by group against
the cipher (Zbiór Popielów 5, k. 111-112). [?] marks an uncertain reading.

Sire!

Since Marshal Małachowski's letter to me of the 10th of this month was sent by express courier, it reached me on
Tuesday around noon. My despatch to the Deputation was by then already largely ready, and it contained almost
everything set out in the instruction, which I had already tried several times to cover in past reports; so little was
left to add to bring my words into the closest agreement with the thoughts given to me. The despatch to the Deputation,
so drawn up, I sent on Wednesday morning by express, again under cover of the banker Schultz. God grant that I be so
fortunate as to contribute even in the thousandth part to the happiness of my Country. Its fate as I picture it, given
our endless quarrels over trifles, weighs on me so that I confess my office has become hateful to me, and that there
are moments when, if it were possible, I would buy myself out of it; I say, however, that I will carry out my duty as
faithfully as possible to the very end.

Between my last letter and Your Royal Majesty's despatch of the 9th of this month we knew nothing more here than that
war preparations had suddenly begun in England; that a courier had come from there [?] from Vorontsov; that from Berlin,
since Sunday, the Prussian and English envoys knew roughly what Prince Jabłonowski wrote and what Goltz told Your Royal
Majesty; that these two ministers, that is Goltz here and Whitworth, were in perplexity lest it come to their sudden
departure from here; that meanwhile no courier from Berlin had reached them, and they waited for one until yesterday
evening. Meanwhile, between Wednesday and Thursday, a Spanish courier [arrived] for Gálvez [?]; travelling through
Berlin, he left there with the Spanish minister a declaration to be handed to the Berlin court, which (as I was told)
contains advice against rushing [?] into war. It was handed over at once, and, as the Spanish minister writes, the
ministry received it quite well; but no resolution has followed yet, because the King was at Potsdam. As far as I can
judge from the news I received last night, Spain has probably taken the resolution to declare [?] that if England
joins in the Turkish war, Spain will at once make a diversion in favour of Russia. If things have reached Berlin in
this form, they must have stopped to think there; at least what they have held back is the dispatch of a courier here,
which, I repeat, had not come by last night. That is all I know, waiting to see how things become clearer.

Deboli.

Note: the cipher has "przyiechał" (arrived) after "between Wednesday and Thursday", which the decipherment leaves out;
it is supplied above in brackets.

Despatch 037 (Nr 15), 6 May 1791 (cipher ZbPop 5; decipherment ZbPop 421)

No Berlin courier yet; England and Prussia are thought to want their fleet at sea before proposing an ultimatum; the Spanish envoy Gálvez argues Russia should be handled gently, which Deboli finds hard to square with Russia's aims on Ochakov and the Black Sea; Nassau flatters Gálvez and the Empress sends him a sable fur; a new Dutch envoy.

# Despatch 037 (Nr 15), Deboli to Stanisław August, St Petersburg, 6 May 1791 (received 17 May)

English translation of the cabinet's decipherment (AGAD Zbiór Popielów 421, k. 48), checked group by group against the
cipher (Zbiór Popielów 5, k. 126), which is written in the second code (code B).

Sire!

In answer to Your Royal Majesty's letter of the 23rd of last month, the news I have up to this moment gives me no reason
to retract what I said in my previous despatches, and especially in the last one, both about the conduct here and about
the ascendancy that the resolution not to give way has gained. From London they already have news here of the 14th of
last month, and the last courier from Vorontsov was even sent off on the 12th. According to this news the plan of
sending the fleet into the Baltic Sea stood firm there. Not having seen a courier from Berlin so far, and hearing as
before of English and Prussian preparations, we keep to the conjecture that the said courts, having found that nothing
can be achieved with Russia by the pen, want first to bring the fleet out to sea and only then propose an ultimatum.
Gálvez, the Spanish envoy, has let himself be so deluded that all his talk ends in subtleties. He would like Russia to
make peace, but holds that there is no need to force her to it; rather she should be treated with sweetness, and so
one would get further with her sooner. That is hard to reconcile with Russia's drive to wrest Ochakov from the Turks
and to strengthen herself on the Black Sea; once that happens, it is hard to calculate what consequences will follow.
In politics one cannot reason as Gálvez does, saying: the Empress has grown tired of wars, so as long as she reigns she
will surely drop the project of overturning the Ottoman state. Gálvez has already sent his courier back: whatever is
being arranged with this envoy, the Prince of Nassau is its instrument, and he wins old Gálvez over by flattering him;
to which end the Empress on Monday sent Gálvez a fine sable fur.

The newly arrived Dutch envoy seems a very courteous man.

I thank Your Royal Majesty most humbly for the gracious reception of the Neapolitan envoy.

Deboli.

Note: "on the Black Sea": the cipher has "na Morze Czarnym", the decipherment only "Czarnym".

Despatch 039 (Nr 17), 13 May 1791 (cipher ZbPop 5; decipherment ZbPop 421)

Ten days after the Constitution of 3 May 1791: it was just the time for what the King did; raise the army to 100,000; Petersburg credits Marshal Potocki; the second half of the despatch to the Deputation is enciphered in the Deputation's cipher; court gossip on the Saxon marriage plans, Goltz's supposed part, and fear of Potemkin's designs.

# opens with an underlined indicator 3283 and is in the code of Deboli's 1792 Danzig letters (ZbPop 415: same
# indicator form 3285, same frequent groups 1053, 1151, 281, 114, 335, 1172, 756, 1682), NOT the Jan 1791 code.
# Section B (0183 lines B01-B11, a smaller, more cursive hand) opens with 4000 and is in the Jan 1791 code of

 A05 1694a: "a" under the 4. A06 906 with a small c above it (or under 417 of A05). A08 third group blotted by an
ink blot with a ^ above it: 527 or 529; the decipherment ("przemowil") and A06 527 = prze favour 527.
 B01 "4000" an opening indicator (section A opens with 3283). B01 782?: "7" with a long descender + loop + 2, could
 be 182; 743 60?: written "74360" with no dot, split 743 + 60 (743 recurs B09), could be 7 + 4360 or 743 + 60.
 B01 6^3/2: a "6" with "3" over a short bar over "2" written as a fraction (6 3/2?), read as one group 6 with
 a mark; 189: "1" + loop + 9, could be 109. B03 17?: may be 117 (B02, B07, B08 have 117 = -go).
 B05 1892?: "1" + loop + 92, could be 1092. B06 70a: "7" + loop + "a" under; 1570?: "157" + loop (1578 = WKrM
 does not fit the clear text here, so read 1570). B07 2076: written "2476"/"2076", the second digit unclear;
 1468?: "146" + loop with a tail below (1460/1468). B08 1428?: "142" + loop (1420/1428; cf. 003 "1258 1342a 1428").
 B10 1785?: 1705/1785; 1926b?: "19" + uncertain + "6" with b below; 1786?: read 1706 at first, 1786 fits
 Potemkina in 002 (1654 1248 1786 559). B11 90?: "9" + loop, maybe 98 or 908; 2044a: "a" under the last 4.
 In this hand 8 vs 0 is often undecidable; 1258/1250 (B08) read 1258 (003 has 1258 1342a 1428).
 Checked against 045 (same code, clear copy): B05 1490 completes Goltz (213 616 1490, as 045); B09 1490 stands for
 "u" and is probably 1498 (= u in 045 and in B03 Nassa-u); B07 1681 stands for "że" and is probably 1601;
B07 117 stands for "przy" and may be 1117 (= przy in 045 and 002); B10 1786? stands inside "Potemkina" but
 1786 = comma in 045, so read 1706 there is possible.}

# Despatch 039 (Nr 17), Deboli to Stanisław August, St Petersburg, 13 May 1791 (received 24 May)

English translation of the cabinet's decipherment (AGAD Zbiór Popielów 421, k. 52), checked group by group against the
cipher (Zbiór Popielów 5, k. 129). The first paragraph is in code B, the second (in a smaller hand) in code A.
[?] marks an uncertain reading.

Sire!

(It was just the time to do what Your Royal Majesty has done. Glory be to God, from whom success must be hoped for,
that is, the deliverance of the Country from the misfortune that threatened it. Let us now make haste with the army,
to bring it up to 100,000, and let us prepare as much war ammunition as possible. Here, as the Prince of Nassau and
others told me, they ascribe this most of all to Marshal Potocki. I have long maintained to Your Royal Majesty that
he has good sense and that in the present circumstances he has acted sincerely.) Everything relating to this matter is
set out in my despatch to the Deputation. Fearing that this despatch might seem too large at the post office, I split
it in two: one part goes under the Deputation's cover, the other, enciphered in the Deputation's own cipher, is
attached to Your Royal Majesty's letter; let it therefore be sent on at once to the Deputation so that they may
decipher it there. Markov is the one who spoke to me with irony.

(They say here at court that Your Majesty wants to marry the daughter of the Elector of Saxony either to the Prussian
Crown Prince or to Prince Józef. From the Prince of Nassau I drew out that they believe here that Goltz helped bring
about this revolution. In that they are probably mistaken, or rather, certainly. I have let it be heard here that if
the Elector did not accept the throne, we would turn to the Duke of Brunswick. Otherwise the ministry here is not very
angry about this revolution; but they most fear the designs of Prince Potemkin, who even without this would always
have stirred up trouble [?].)

Deboli.

Context: "this revolution" is the Constitution of 3 May 1791, ten days earlier; the Elector of Saxony was named in it as
heir to the Polish throne.

Despatch 045 (Nr 23), 31 May 1791 (cipher ZbPop 5; decipherment ZbPop 421)

Deboli begins corresponding with Vice-Chancellor Chreptowicz; Petersburg thinks the Revolution well founded but reports displeasure in Berlin, and Goltz has cooled towards him; Dresden's hesitation and Helbig's instructions on the Elector's answer; Potemkin promises Fawkener a favourable answer before the Empress has seen the note.

# TWO CODES. Lines 0206 L01 - 0207 L11 (to "4000 1775") are in the Jan 1791 code (as 001-003 and section B of 039),
# small cursive hand. After "4000 1775" the indicator 3285 opens a run in the 1792-Danzig code (as section A of
# 039: 1269 = full stop, 756 = sie, 1053 = w, 1072 = WKrM, 1682 = do). The switch falls at the paragraph
# "Co sie tycze Fawknera ..." (right page of the clear copy). Same scribe throughout (unlike 039).
# Digit shapes: 8 and 0 both loops, 8 usually with a closed upper loop; the decipherment decided many.

# Despatch 045 (Nr 23), Deboli to Stanisław August, St Petersburg, 31 May 1791 (received 11 June)

English translation of the cabinet's decipherment (AGAD Zbiór Popielów 421, k. 77-78), checked group by group against
the cipher (Zbiór Popielów 5, k. 147). The text up to "waiting for further orders" is in code A, the last paragraph in
code B. [?] marks an uncertain reading.

Sire!

Today, following the orders received under the date of the 18th of this month, I begin my correspondence with
Vice-Chancellor Chreptowicz.

Here too they received by Sunday's post [?] the news of the appointment of ministers in our country, and, as far as one
can judge at least from the explanations given here concerning others, they regard our Revolution here as firmly
established; at the same time they let it be heard that it caused great astonishment and displeasure in Berlin, and
that a polite declaration on the matter was made to us almost reluctantly. I believe this supposition a good deal, and
what supports it in my mind is the marked cooling of Goltz towards me, though he hides it somewhat by his manner.

Westmacher [?] reported here under the date of the 14th of this month that in Dresden they seemed pleased with the news
received from Warsaw; but that nothing was yet certain about the Elector's decision, and that the foreign ministers were
put off with the excuse that, since many papers had been received in Polish, they first had to be busy translating
them. As for the lack of a decision, that agrees with what was written under the same date to Helbig. He was with me
yesterday and told me that he is written to that on the evening of the 9th of this month Małachowski notified the
Elector of what was done in our country on the 3rd of this month; that the Elector was moved by it, that he has not yet
given a resolution; that he, Helbig, is to tell those who ask that he knows nothing more than that the Elector is to
come to an understanding with Your Royal Majesty; that otherwise he, Helbig, is to consult with me on what to say and
to watch [?] what is said about it here. I told Helbig the substance of my news and of the way the matter is taken
here, and ended by saying that I too say little or almost nothing about it, waiting for further orders.

As for Fawkener, Your Royal Majesty will see it in my official despatch. The Spanish envoy is doing what he can to keep
England from plunging in [?] here. Prince Potemkin, who acts on his own head, told Fawkener out of spite [?], having
invited him to dinner on Friday, that the Empress would give him a favourable answer. Note that Prince Potemkin, after
the note was handed in on the eve, had not yet seen the Empress. Such haste in giving answers greatly offends the
ministry here. From this Your Royal Majesty may judge how things go here.

Deboli.
