Maximilien d’Yvoy and the Hereditary Prince of Orange, 1797–99 (KHA A35-1450–1453)

Hereditary Prince William
toHereditary Prince William

An Orangist emigré in London and the exiled Hereditary Prince wrote to each other with code numbers among clear French; the decipherments written over the numbers at the time give both codes, rebuilt and tested here.

The letters
Despatches of Maximiliaan Louis d’Yvoy from London and Hampton Court (1797–98) and from Emmerich and Münster (1799) to the Hereditary Prince Willem Frederik (later King Willem I), and the Prince’s numbered letters to d’Yvoy from Berlin and Schönhausen.
Where
Koninklijk Huisarchief, The Hague, A35 Willem I, inv. A35-1450 (1797), -1451 (1798), -1452 and -1453 (1799): 1,029 scans on the Koninklijke Verzamelingen site, 196 pages with code numbers. Not on DECODE.
The cipher
A Dutch word code: numbers of one to four digits for words, names and places, and syllable numbers for spelling names (15 505 512 = Tollius). The 1797–98 London table and the 1799 table are different: 1137 is Vrankryk in one and Holland in the other.
How it was read
Nearly every run carries a decipherment written over it at the time. 371 glossed runs were transcribed and voted into two tables, 105 and 50 numbers; tested page by page, 78% and 81% of decoded words stand in the run’s own decipherment, against 26–27% in another run’s.
What it says
Orangist politics in exile: Tollius’s conferences, the Prince’s position, Prussia, Austria and Russia, the garrisons of Holland and Zeeland in 1799. The runs left undeciphered are a stock phrase, “hier achter is wat geschreven”: something is written on the back, in invisible ink.
Still open
Nothing in the code runs. The syllable numbers of both tables are thin, and the sympathetic-ink texts the pointer phrase announces are not on the scans.
Letter No. 22: French clear text with lines of code numbers and a Dutch decipherment written over them
The Prince’s No. 22 to d’Yvoy, 22 September 1797: “het onderhoud met H.K.H.” over 122 625 202 703 1158, “Tollius” over 1154 15 505 512, and the run “voldaan van zyne eerste conferentien met Hunne Hoogh.” Image: Koninklijk Huisarchief, The Hague, A35-1450, scan 221 (image 147106), via Koninklijke Verzamelingen.

01 The letters

Maximiliaan Louis van Hangest, baron d’Yvoy van Mijdrecht, was one of the Orangist emigrés who kept the Hereditary Prince informed after the flight of 1795. His letters to the Prince fill A35-1448 to 1458 in the Koninklijk Huisarchief; the four scanned volumes cover 1797 (317 scans), 1798 (175) and 1799 (220 and 317). They are written in French, with the sensitive words in numbers. The Prince’s own letters to d’Yvoy, numbered (No. 15, 16, 20–26 in 1797; 11–13 in 1798), are filed among them, usually three times over: a mounted original, a faint tissue copy and a photocopy.

The KHA survey of 25 October flagged 28 pages from thumbnails. A second pass through all 1,029 scans found 196 pages with code numbers (more_pages.tsv). The 1799 letters are the heaviest, with 14 to 25 lines of numbers a page; the code nearly stops after August 1799.

02 Two codes

Each run of numbers stands for Dutch words; the decipherment above it is Dutch even where the letter around it is French. Whole words and names have their own numbers; names not in the list are spelled with syllable numbers. The two tables share the form but not the values.

London, 1797–98 (table L, 105 numbers)1799 (table E, 50 numbers)
46 de, 85 en, 106 dat, 1073 van, 683 men, 1055 te, 1081 zal, 703 met, 111 ik, 684 niet95 en, 161 in, 723 men, 743 met, 1083 van, 1271 zal, 1511 zyn
1107 Engeland, 1117 Pruissen, 1137 Vrankryk, 1167 Rusland, 1127 Oostenryk, 661 Keizer, 631 Koning1137 Holland, 1157 Engeland, 1341 582 Zeeland, 1366 Nymegen, 1236 ’s Bosch

Many runs end with a short stock phrase in d’Yvoy’s despatches: “hier 229 is wat”, “hier 229 is 43 609”, “op … drie is wat”. Where it is glossed (147205, 147226, 147351, 147412) it reads “hier achter is (wat) geschreven”: there is writing on the back. It announces a passage in sympathetic ink, the method the Orange family used in these years (the same practice runs through the Prince’s letters to his mother, targets/wilhelmina1795/).

03 No. 22, 22 September 1797

The Prince’s No. 22 was first seen only as its tissue copy (147107), mirror-image and faint, where table L decoded about 40% of the numbers. Its mounted original is the scan before it (147106), and at full size it carries the Dutch decipherment over all twelve runs. The code runs below are given from that decipherment, in braces; the clear French is the Prince’s.

From letters of Tollius I learn that he is more or less satisfied with his first conferences with Their Highnesses, and I hope with him that the following ones will bring the good one may hope for … I have been promised a further answer to my letters sent over by Kiehl, so that until I have it I cannot act, as is known at Hampton Court. Perhaps on receipt of that answer a change in my position may come about.” The rest of the letter, in clear, asks what effect “la catastrophe arrivée à Paris” (18 Fructidor) will have on the negotiations of Lille and Udine.

# No. 22, the Hereditary Prince to d'Yvoy, Schönhausen, 22 September 1797: English translation

Sir,

Yesterday I received the two letters you were kind enough to write me on the 5th and 8th of this month, your Nos. 47
and 48; I hasten by this one to thank you for their contents, and above all for the instructions you were good
enough to give me in the first, concerning *the conversation with His Royal Highness* about *the [...]
instruction*; on which occasion it seems to me that you *expressed very well all that* could be *said with
modesty and emphasis*.

From letters of *Tollius* I learn that he is more or less *satisfied with his first conferences with Their
Highnesses, and I hope with him that the following ones* will bring about the good one may hope from them, for the
present [...] for the future.

I have been promised *a further answer to* my *letters sent over by Kiehl*, so that until *I have received it I
cannot act*, as is not unknown *at Hampton Court*. Perhaps on receipt *of that answer* *a change in my position*
may come about.

It is not yet known what influence the catastrophe in Paris [the coup of 18 Fructidor, 4 Sept 1797] has had or will
have on the negotiations at Lille and Udine, but it still seems it cannot be wholly indifferent to them. Meanwhile
every observer must be astonished that the scene, after being played so badly, brings no more confusion in Paris
(for the gazettes tell us all is quiet and calm), and that those who have the upper hand use it with no more
violence against the fallen party. We shall have to wait patiently for the end of this unhappy event before we can
judge it properly.

I am, with the most perfect consideration, Sir, your very humble and obedient servant.

(Words in italics stand in code in the letter and are given from the contemporary Dutch decipherment written over
the numbers.)

# The Hereditary Prince to d'Yvoy, Schönhausen, 7 June 1799 (147481): English, run by run

Words in italics stand in code and are given from the contemporary Dutch decipherment. Only the clear words
around each run were transcribed, so the passages are not continuous.

- Your letter of 30 May was handed to me by *Tuyll*. Being on the point of setting out ...
- ... if a safe one offered itself, either *on the return journey of Tuyll, who will* hand it over pending further
orders, as I am not ...
- ... decisive; I think that perhaps *in a week I shall be the better able to have Tuyll come to South Prussia,
or whether from there I shall* be in a position to return *here*, which will depend on circumstances.
- Be so good as to tell *Inghuyzen (?)* that I also intend to write to him at the first opportunity, and that *the
Hereditary Prince* sends many wishes that certain ...
- ... which might enable him to *[do something suitable?] ... by water*. You will agree that he is right in this ...
- ... than to take at this moment resolutions *which one might later have to revoke*. I end by remarking for the
  present ...
- ... letter, where there is mention of *the lapsed correspondence between Prussia and Ho[lland?] (Batavian
Republic?)*, it is to be wished that it may be continued and that the *[court?]* may not *[wish?] to
interrupt the last* on the footing it has had until now ...
