01 The document
The Oldenbarnevelt archive catalogues inv. 2442 as “Missive van Don Juan Gara de Senisteros aan Juan de la Pena van 23 december 1605; afschrift (begin 17e eeuw)”. It is a copy in one hand on eleven scanned pages: a single page, then two-page openings, the folios numbered from 54. How a Spanish churchman’s private letter came to Holland’s Advocate is not stated; it reads as an intercepted letter copied for him. The text is Spanish, mostly clear, with long enciphered stretches on pages 1, 2, 4, 5, 6, 7 and 10. There is no decipherment on the leaves.
It was found by the project’s sweep of the Nationaal Archief inventories for cipher words (research/nationaal_archief/). Haak and Veenendaal’s edition of Oldenbarnevelt’s papers (RGP, 1934–67) does not print it, and no other reading was found.

02 The cipher and its key
Every consonant stands in clear. The five vowels are replaced by digits, always the same digit:
| Plain | a | e | i, y | o | u |
|---|---|---|---|---|---|
| Cipher | 4 | 8 | 3 | 7 | 2 |
Two further digits are only letter forms: 5 for s (53n7 = sino, 53 4c4s7 = si acaso) and 6 for b or v (468r = haber, q2864n = que van). A looped sign that the transcription calls {G} is the copyist’s l in lo and los. Words are separated as in the clear text, and once or twice a clear gloss is written above a cipher word (hablar, en secreto). There is no nomenclator: names, titles and places are spelled out.
With the consonant skeleton visible, the key is fixed by the first stretch of cipher. On page 1, l4s m3sm4s p4l4br4s qu8 s7n p4rt3c2l4r8s has only one reading, las mismas palabras que son particulares, and that gives four of the five vowels. The fifth comes from 2 in p4rt3c2l4r8s.
03 The reading
The cipher hides what the writer did not want read by others. In order of the pages:
- The new bishops. Siguença went to Fr. Mateo de Burgos and Pamplona to Antonio Venegas of the Council of the Inquisition. Mucho temo que se debe de aber dado alguna occasion para la voz levantada: he fears money changed hands.
- The forged signature. To get the canonry and the rectorship, Gara needed a letter from de la Peña to the Cardinal of Toledo that had not come. Yo hice una firma de V.S.ª en un pliego de papel lo mejor que pude, y hice a un criado mio secreto que escribiesse la sustancia de la carta, diciendo que V.S.ª me avia dexado algunas firmas en blanco. He did the same for a letter to the abbot, and asks to be forgiven: estas cosas he hecho por ser tan convenientes en esta occasion.
- The regent’s canonry was to be resigned into the Cardinal’s hands, with powers sent to the Licentiate Gomara or Agustín Mexía, and Gara asks his patron to support him.
- The Lerma collegiate church the Duke was founding, and a plan to aim at its abbacy.
- The student Chaves, who had been given a cassock, borrowed forty reales and asked Gara not to tell; Gara asks what to charge.
- Page 10. The Inquisitor Salcedo’s grandmother was said to be the daughter of a cleric and a married woman whose husband, a smith, tiene opinion de confesso. Salcedo had nonetheless become a collegial at Oviedo and an inquisitor, and families of standing (don García de Medrano’s among them) had married into the line. Gara will do nothing sin el parecer de V.S.ª.

The full readings are in the repository: the literal transcription of pages 1–4 left (transcription_A.txt) with the key applied by script (decoded_A.txt), and pages 4 right–11 read directly with the cipher passages marked (reading_B.md).
04 Method
The scans were fetched at full resolution through the Nationaal Archief’s IIIF service. The key was taken from the first cipher line as above. A subagent transcribed pages 1 to 4 left sign by sign, and the key was applied to that transcription by script. Pages 4 right to 11 were deciphered directly from line crops with the key; pages 8, 9, 10 left and 11 turned out to be clear.
Measured on 23 October 2026: 454 cipher words on pages 1–4 left, 14 of them uncertain; 993 on pages 4 right–10, 32 of them uncertain. That is about 97% of the cipher words read as Spanish sense.
05 What remains uncertain
- About 46 words marked
[?]or(?)in the readings, scattered, mostly where the copyist’s hand is cramped: page 4 right lines 5–6, a superscript on page 7 left, the last lines of page 10. The key is complete; these are reading gaps. - Pages 4 right to 11 have a reading but no sign-level transcription.
- The persons need identifying: Juan de la Peña, absent from Spain and patron of an Alcalá college; and the college of which Gara became rector.

Juan Gara de Senisteros to Juan de la Peña, Alcalá, 23 Dec 1605 (NA 3.01.14 inv. 2442)
Gara, newly canon and college rector at Alcalá, tells his patron how he forged the patron's signature on a blank sheet to send letters to the Cardinal of Toledo and the abbot and win the electors; reports the provisions of Sigüenza and Pamplona with suspicion of money; asks about the regent's canonry, the Lerma collegiate church and a student's debts; and passes on that the Inquisitor Salcedo's grandmother was a cleric's daughter by the wife of a smith reputed a converso.

# English translation of the cipher passages (NA 3.01.14 inv. 2442) Translated from `decoded_A.txt` (pp. 1–4L) and `reading_B.md` (pp. 4R–10R). Clear passages are summarised in [brackets]. `[?]` marks words not read. ## p01 [With great pleasure I received Your Lordship's letter of 22 October, glad you are well and that the visitation and journeys are over; God grant it ends soon, as I wish and hope.] The secretary Francisco Gonçalez has given me very good hopes of this. Since the Sigüenza business came out I have not been able to find the letter to send to Your Lordship with the very words, which are particular, and more for his character; for being [?] I tore it up. From which I have gathered that when the see of Sigüenza was filled, the Duke [of Lerma] would say something about this, discussing Your Lordship and the consultations. God guide it as may best serve Him and suit us. ## p02R [...] Her favour can be of importance, and I have told her that I wish to see Your Lordship here and she wishes it greatly, and she laments much to see the times that run, and she sent me [?] about Sigüenza, because she had given me very good hopes; and many times they cannot, and other times they dare not speak to the Duke about it, because all have their own claims and go about displeased, and his own [relatives] many times dare not say anything to him; and so there is nothing for it but patience, and to do what we can as the times allow. ## p04L [...] I owe the acknowledgement that is due. Afterwards I went to visit Agustín Mexía, the regent's brother-in-law, and gave him the letters and told him what had been done and how the Cardinal had shown me favour; and when he heard it he went to the devil, saying the canonry was to go to Doctor Cetina or to Doctor Sosa, his relative, and that he did not know how these powers had come into my hands, making great show of it. I softened him as best I could, and fearing that he would undo it or give me some trouble, I would not speak to him or give him the letters until my business was done, as it was; and if it had not been so well contrived, no doubt he would have [done] some harm. ## p04R And it is that the first time I went to Toledo, Doctor García asked me whether I brought a letter from Your Lordship for the Cardinal, and I answered that it had not arrived. On the other side Horacio Doria asked me the same and I gave the same answer, and he told me it would matter a great deal that it should arrive, because, speaking to me as a friend and in secret, he did not fear [?] — unless the Cardinal and Garai should hesitate whether it was right, having made the inquiry into his nephew, and so as to give nothing to talk about; and for the same reason, since Doctor Capata had been rector that year and some had begun to talk when he sought the curacy [...], nobody but a middling man [was chosen] to stop the talk; but that reason was secret and for me alone. So it mattered a great deal that Your Lordship's letter should arrive, so that it would be understood that it was done for Your Lordship and not for [?]. And I found myself so pressed that, thinking it would please Your Lordship, I made a signature of Your Lordship's on a sheet of paper as best I could, and had a trusted servant of mine write the substance of the letter, saying that Your Lordship had left me some signatures in blank ## p05 I took care that the letter should be in Your Lordship's style, and it only said, to remove every objection, that the regent, thinking he could not freely come to reside in his canonry, had decided to resign it into the hands of His Most Illustrious Lordship [...]; and that Your Lordship begged him that, as I was there to serve him in it, he would do me the favour, which Your Lordship would value as the greatest. [Then came my brief from Rome to hold the rectorship with the canonry ... the visitors of the college, the abbot and the vice-chancellor are the electors ... I asked Francisco Gonçalez for two letters to the abbot and one to the vice-chancellor, which he wrote at once and very pressingly.] And so, seeing myself so well placed at this time, it seemed to me that I should make another letter in Your Lordship's name for the abbot, saying that I had written to Your Lordship of the favour he did me, and that on his advice the brief had been sent so that I could hold the canonry with the rectorship without any disability, and that Your Lordship was most grateful ## p06 for it and kissed his hands. These things I have done because they were so fitting on this occasion, and I think Your Lordship will approve; and if not, forgive me, I beg Your Lordship to pardon me; whoever tells it to Your Lordship when he could keep silent — Your Lordship will see the truth with which I act and with what desire to serve Your Lordship and please you in everything. [The Cardinal said he would answer from the road ... the see of Sigüenza was given to Fr. Mateo de Burgos, and Pamplona, which he held, to don Antonio Venegas of the Supreme Council of the Inquisition.] And though I do not believe, nor is it to be believed, as Your Lordship says, that they used bad means such as people say, I much fear that some occasion must have been given for the rumour; and some, I think, hold that by [?] and good diligence of the minister one can be given whatever seems just, and this road has been made so wide by those who know little that they [?] suffer. ## p07L [I wrote to the secretary that ... he and I had in mind] to aim at the abbacy of Lerma, where the Duke is now founding a collegiate church; only that we should try to bring in the [?]. He answered that he thought it good, and that when the time came [?] — truly his favour to us is a particular thing, and what we owe him. ## p07R [On the students:] Chaves, his long gown being over there [and his travelling cloak], and one without it, so it has been necessary to make him a gown like the others, because he says he made [?] of the cloak, and the rest [?], and he made a little cassock of black woollen cloth, and he asked me not to write to Your Lordship that I was making him more than a cassock because it was summer, and that for the cloak I should put up the money until his mother had money. Then he told me, when it came to counting the money he brought, that he had taken from the bag forty reales for some boots and other things, and that he would send them to her; and that I should also tell his mother. These are trifles that have annoyed me a little, though I have not let him see it in any way, for it is enough that he is the nephew of whom he is, and the good turn the Regent has done us in this matter of the canonry, that we should do what we can for his affairs. So Your Lordship will see what you order to be done about recovering from [?] the cost of the cloak and the forty reales; given that he does not know that Your Lordship knows it, he even asked me not to write it, as he wanted to [do it himself]. ## p10R [...] the man from La Poveda would have arranged it if he had had an answer from Your Lordship on a particular point I wrote about, which I dare not decide myself: it is that this lady and the Inquisitor Salcedo have for grandmother a daughter of a cleric and of a woman married to a smith, who is reputed a converso; and since it has been proved so clearly that the smith was away when the cleric fathered her on the woman, and that the cleric kept her in his house and raised her as his daughter, they must have made the inquisitor a collegial at Oviedo and then inquisitor; and since then brothers of gentlemen who have been collegials have married into these people, and now I am told that don García de Medrano, collegial of Santiago and Salamanca, a native of Soria, of the habit of Santiago and of the Royal Council, has married an elder brother of his to a sister of this young lady; and an oidor of the Chancery has married, because she was a rich woman; and with all this, since the smith's wife was a married woman and so many things about it are said so plainly, I dare do nothing without Your Lordship's opinion.
