Summary. Pablo Spínola Doria, third marqués de los Balbases, was one of Spain’s plenipotentiaries at the Nijmegen peace congress. DECODE catalogues fourteen of his ciphered letters to Baltasar de Fuenmayor, Spain’s envoy at Copenhagen, as “partially decrypted”. It notes that the solution is written in the margin, so the file was catalogued here as a transcription job. That turned out to be true of only ten letters. The last three, of 1, 8 and 22 March 1678, and one of 19 September 1677 have no decipherment at all. No key survives. None of the eight keys of the same Brussels series (DECODE R958–R965) fits. The key was therefore rebuilt from the cipher. Every cipher line and every margin line was transcribed afresh, because DECODE’s copies miss lines and misread the margins. Anchors came from word groups that repeat across letters. A monotone aligner, seeded with those anchors, then brought the table out of the ten margins. The system has single letters and consonant-vowel syllables in numbers, letter pairs whose consonant is disguised, reversed vowel-first pairs, some twenty word codes, and nulls. It covers 97% of the 8,150 cipher groups and reads the four unread letters. They cover the Imperial protest over the dissolution of the Bremen assembly, the Brunswick dukes’ claim to ambassadorial rank, the northern princes, and the fear after the fall of Ghent: “con la pérdida de Gante estamos temiendo la de otras importantes plazas”. Still open: a handful of rare name codes, and some homophones whose values are blurred by 4/9-type slips in the transcription.

Each letter opens with courtesies in clear, then gives a cipher block. Two letters (R985, R986) enclose a French clear paper on the Lorraine propositions.

04 The ten margined letters

These were read at the time. The key reproduces their margins, which recover illegible margin words and confirm the doubtful ones. Their subjects:

05 Method

  1. The images were fetched from DECODE.
  2. Two agents transcribed every cipher line and margin line by page into tx/. They corrected DECODE’s transcriptions, which drop lines, confuse 46/96 and 48/98, and garble the margins.
  3. Repeated n-grams across letters were set against the margin text at the same relative position to find anchors: Brunsuic, principes, conformidad, novedad, conveniente.
  4. A hard-EM monotone aligner (align2.py) was seeded with those anchors and ran over the ten margined letters. Each group emits a substring of the margin text, with nulls and skips allowed.
  5. Two rounds brought out the table. A frozen key then decoded all fourteen letters.
